ESTABLISHMENT (ACCREDITATION) OF A REPRESENTATIVE OFFICE

A representative office of a foreign legal entity may be established in Russia only upon authorization of the accreditation authorities.

Accreditation is provided for 1, 2 or 3 years and may be extended, if required. A representative office is issued a permit for its establishment.

Under Decree of the USSR Council of Ministers no.1074 of November 30, 1989 on approval of guidelines on the procedure of establishment and activities of representative offices of foreign companies, banks and organizations in the USSR, a representative offices’ head submits semiannually written report on the representative offices’ operations to the accrediting authority. A representative office may be accredited and simultaneously included into the Uniform State Register of foreign companies’ representative offices accredited in the Russian Federation in the FBI SRC with the Russian Ministry of Justice only. Inclusion into the Register is obligatory for all representative offices irrespective of the time and accrediting organization.

A representative office is provided with a set of services relating to accreditation of employees, visa support and approval of seals and stamps for the whole accreditation period. A permit for the establishment of a representative office is usually issued within 18 working days starting from the day a full set of documents is provided. Issue period may be reduced to 5 working days, when necessary.
